Dear Fellow Legionaires;

Yes, I am back. It is my pleasure to serve you, again, as Commander of Post 21. First I would like to thank Gary Pace for his service the past two years. We have come far and we have stepped back a little, but Ladies and Gentlemen, we are here to make Post 21 the Largest and best (already) post in the State of Missouri.

As of this writing, we have not sold all of the Rifle tickets, however, by the time you read this it will be over. I congratulate the winner of the Rifle and on behalf of the Executive Board thank everyone who participated in the fund raiser. From the current count, we will not make as much money as we anticipated but everything counts.

We will be making a few changes in the kitchen menu in order to try and get some of you to come out and eat. We have already changed the Lounge prices a little, added some fancy drinks and look forward to having more entertainment for the membership.

We need new members and we need them now, so let’s go get them. As we all know, the older members are still getting older. We need some new and younger blood in your post in order to keep us afloat. I am really looking forward to the upcoming year. Thank you for your support and fellowship.

     JUST A REMINDER      

 

Please renew your 2011 dues on or before August 1, the date shown on the upper right corner of your renewal notice. I need to have them in my office by then so I can process and send to Department on or before September 9, 2010. That is the cutoff date. That gives them time to process the data to National. Otherwise you will recieve another notice in October, January, April, May.

Another incentive to get this renewal process over with quickly, the Postal Service wants/will be adding yet another two cents to the stamps come January 2, 2011.

Note: Please do not send nasty/ugly notes with your renewals giving me what for. The renewal notices do not come from this office, they are sent from National. I understand your fustrations but if you follow directions you will have no need to give me what for. I'm here to help not to hassle!

The House Committee has made some changes in order to try and get more participation in the Lounge. The changes are:

Happy Hour extended until 7:00 P.M. nightly.

Tuesday - 7:00 P.M. until close - Ladies night - 50cents off all drinks (Ladies drinks only).

Wednesday - 7:00 P.M. until close - 25cents off all beer.

Thursday - 7:00 P.M. until close - 50cents off all mixed drinks.

AMERICAN LEGION RIDERS (ALR)

We hope all are well and riding safe in the recent great weather. Our July meeting was held on the 1st and though attendance was a bit scarce, we had some good discussion and updates. We continue to work on fundraising ideas and projects, and the membership expressed a desire to dedicate specific fund raisers to the Legacy Fund. This is a national effort by the Legion Riders to provide college scholarships to the children of our fallen heroes. This is a great way to honor them and ensures that they have left a legacy for their children. If any Legion members would like to donate to this worthy cause, please contact Jerry, Chuck, Dennis or myself and we’ll specifically earmark your donation to the Legacy Fund. After the meeting we all pigged out on donated Papa John’s pizza and enjoyed, as always, some great fellowship.

We are still collecting motorcycle parts for resale at swap meets to raise money and our paper collection efforts are ongoing. Please deposit all paper in the bins located on the northwest side of the post parking lot. Every little bit helps and if everyone could just drop off their newspapers every time they come to the post, instead of throwing them away, it would be a great help.

Our membership continues to slowly grow and we have brought several prospective members along on rides and funeral escorts. On Thursday, July 1st ten Legion Riders & two prospects from Post 21 escorted the remains of 16 veterans and 2 of their spouses to their final, long overdue, resting place at the Missouri Veterans Cemetery at Higginsville. These sixteen vets, some who were homeless, served in the military from WWI-Vietnam. Their remains had stored in funeral homes for years after they passed because there was no family to claim them. This was such a sad state of affairs. One of these veterans was a highly decorated Lt. Col. from WWI. Apparently, this situation came to attention of Congress and they passed HB 111. This bill authorized and funded the VA to inter these neglected remains in VA cemeteries around the country. Some of the remains nationally were Civil War veterans. The service at the cemetery was profound and dignified. When the hearse pulled up to the chapel, 18 VFW & American Legion members in uniform individually walked up to the hearse saluted and carried each into the chapel for the military honors ceremony. Afterwards, several of our members toured the Confederate Cemetery next to the Veterans Cemetery.

AUXILIARY NEWS  

The Unit is beginning it’s new year in August and we hope that it is as successful and more than last year. We participated in and contributed to many worthy causes and we were successful in our reaching our Membership goals for the year. However, there is always room for improvement and I, as your President hope that not only do we as a group continue to fulfill the needs of our veterans and community, but that we get better at doing it and reporting what we are doing. That is something that I personally can improve on and hope to do so.

  VA Headstones & Markers Update 06: Secretary of Veterans Affairs Eric Shinseki announced 29 JUN that the Department of Veterans Affairs (VA) is offering bronze medallions to attach to existing, privately purchased headstones or markers, signifying a deceased’s status as a Veteran. "For Veterans not buried in a national or state Veterans cemetery, or those without a government grave marker, VA is pleased to offer this option that highlights their service and sacrifices for our country," said Secretary Shinseki. The new item can be furnished instead of a traditional government headstone or marker for Veterans whose death occurred on or after 1 NOV 90, and whose grave in a private cemetery is marked with a privately purchased headstone or marker. Under federal law, eligible Veterans buried in a private cemetery are entitled to either a government-furnished grave marker or the new medallion, but not both. Veterans buried in a national or state Veterans cemetery will receive a government headstone or marker of the standard design authorized at that cemetery.

The medallion is available in three sizes: 5 inches, 3 inches and 1 ½ inches in width. Each bronze medallion features the image of a folded burial flag adorned with laurels and is inscribed with the word "Veteran" at the top and the branch of service at the bottom. Next of kin will receive the medallion, along with a kit that will allow the family or the staff of a private cemetery to affix the medallion to a headstone, grave marker, mausoleum or columbarium niche cover. More information about VA-furnished headstones, markers and medallions can be found at http://www.cem.va.gov/cem/hm/hmtype.asp. VA is currently developing an application form for ordering the medallion. Until it is available, applicants may use the form for ordering government headstones and markers, VA Form 40-1330. Instructions on how to apply for a medallion are found on the VA Web site at www.cem.va.gov/hm_hm.asp.

Veterans with a discharge issued under conditions other than dishonorable, their spouses and eligible dependent children can be buried in a VA national cemetery. Other burial benefits available for all eligible Veterans, regardless of whether they are buried in a national cemetery or a private cemetery, include a burial flag, a Presidential Memorial Certificate and a government headstone or grave marker. The new medallions will be available only to Veterans buried in private cemeteries without a government headstone or marker. Families of eligible decedents may also order a memorial headstone or marker when remains are not available for interment.

VA operates 131 national cemeteries in 39 states and Puerto Rico and 33 soldiers’ lots and monument sites. More than 3 million Americans, including Veterans of every war and conflict — from the Revolutionary War to the current conflicts in Iraq and Afghanistan — are buried in VA’s national cemeteries on more than 19,000 acres. Information on VA burial benefits can be obtained from national cemetery offices, from the VA Web site on the Internet at www.cem.va.gov or by calling VA regional offices toll-free at 1(800) 827-1000. Korean War Vet Appreciation Letter:

The Invasion of Inchon, the Pusan Perimeter and the Chosin Reservoir are only a few of the fields of battle where Americans placed their lives on the line for democracy. Of nearly 390,000 Americans who served there, 36,000 gave their lives. The war was a military conflict between the Republic of South Korea, supported by the United Nations, and the Democratic People’s Republic of Korea, backed by the People’s Republic of China and the Soviet Union. The situation escalated into open warfare when North Korean forces invaded South Korea across the border between the countries—the 38th parallel—on 25 JUN 50. An armistice was signed on 23 JUL 53, thus ending the first significant armed conflict of the Cold War; however, a formal peace agreement never has been signed.

On the occasion of the 60th anniversary of the war, the Republic of Korea 60th Anniversary of the Korean War Commemoration Committee has various plans to thank, honor and remember Korean War Veterans and their achievements. One of the projects is to send letters of appreciation from the President of the Republic of Korea to as many living Korean War Veterans as possible to express tribute and profound gratitude for their service and sacrifice that laid the foundations of peace and freedom enjoyed today by the people of Korea. Korean War veterans who want to receive the letter should fill our and submit an application form for an appreciation letter from the Republic of Korea President. To obtain forms and information on how/where to submit:

BINGO HELP NEEDED

We keep asking for volunteers to help with Tuesday bingo and continue to not receive even one. We are losing help due to heath issues and those of us who remain work each week without a break and at times we all do double jobs if too many of us cannot work. We only have one regular bingo caller and I call about 90% of the time without help. If I have to be absent for any reason, we have to get help from the Auxiliary bingo workers. That sure doesn’t speak well for the Post members. If we continue to be this short of help, we will reach a point where Post 21 will not be able to offer bingo. The Post cannot afford for this to happen. If any member cares to see what bingo has contributed to the

Post over the past year, stop by the office and pick up a copy of last years contributions to the Post and other activities. I’m certain that some of you can spare a few Tuesday nights.

Missouri Girls State 2010

Unit 21 was proud to sponsor four delegates to attend the 70th session of Missouri Girls State held June 20- 26 at the University of Central Missouri State in Warrensburg, MO. The delegates selected were: Bailie Berner and Amelia Ellsworth (Truman High School), Hannah Longstreet (St. Mary’s High School) and McKenzie Wheelington (Van Horn High School). The ALA believes that educating the youth about the basic ideals and principles of the government system will help ensure the survival of our republic.
I traveled to Warrensburg on Thursday, June 24th to participate in the MO Girls State alumni evening. Yes, I was one of the lucky delegates in 1964.
The excitement, courage and character that 700 plus young ladies can generate in Hendricks Hall is very impressive, It was Thursday evening and they had been there since Sunday but you could not tell it by the enthusiasm and energy in Hendricks. Could I have had that same energy 46 years ago? I may have lost some of my energy but not my enthusiasm. Here’s to Girls State - the best state in the land.

  Military Trivia 7:

· The term "Jeep" and how the vehicle derived its name is a widely debated subject. The most common belief is that the name came from the GP designation that the Ford company gave the vehicle, where people blended the two letters together to make a word. Others believe that it came from the term that the Army used to designate untested vehicles – they simply referred to them as jeeps. A third alternative is that the name came from Eugene the Jeep, a character in Popeye.

· In 1940, the Army set up a competition to all automotive companies in an attempt to quickly find a suitable vehicle for the war. With a bid end date of 22 JUL 40, the companies who had decided to enter had 49 days to prepare and present a suitable prototype, and then had another 75 days to finish the required 70 vehicles. Only three companies entered: Ford Motor Company, Willys Motors, and American Bantam Car Company. Although Willys offered the lowest price, American Bantam was the only entry that completed the prototypes in time. Unfortunately, it failed the torque test, and the competition was re-opened to Ford and Willys

· The Army Jeep was first introduced in 1941. The first Jeep rendition, however, was the Bantam BRC. Afterwards, the Army allowed Willys-Overland and Ford to make the Army Jeeps that were to be used for combat.

· There were a total of 647,925 Jeeps made during World War II.

· According to Jeep4Ever.ca, "One Battered Jeep from WWII received a Purple Heart after successfully surviving two beach landings."

· Jeep4Ever.ca also gives the following anecdote about Army Jeeps: "During WWII Jeeps were coming out of the Willys and Ford Plants at rate of one jeep per one and a half minutes and by the end of the war over 700,000 had been built. The Americans had so many Jeeps that some German soldiers believed each America GI got his own Jeep as standard issue. In France, three American soldiers walked up to a guard post and told the sentry that they were lost. The Frenchman immediately told them to surrender and found that they were German soldiers in disguise. When he was asked how he knew, he replied that Americans always travel in jeeps. Another example happened in Belgium when a guard ordered three German soldiers to surrender after he saw that a colonel was riding in the back seat. He explained later that if they were American that the officer would be driving and the infantryman would be in the backseat."

· The first Civilian Jeep was produced in 1944 by Willys-Overland. Designated as a CJ (civilian jeep), they retained the basic form and design of the Army Jeep until 1986, when it was revamped and became the Jeep Wrangler.

· There have been more than 74 different models of jeeps through the years, including Army Jeeps and Civilian Jeeps. There are currently 6 models of jeep in production.

They include: the Jeep Wrangler, the Jeep Grand Cheerokee, the Jeep Liberty, the Jeep Commander, the Jeep Compass, and the Jeep Patriot. There are 37 different Jeep concept vehicles.

· Ford tried to sue Willys for the Jeep naming rights, and lost. When Willys was sold to other companies, the name Jeep went with it. Therefore, Chrysler is now in possession of the Jeep name.

  Things you need to know-

HOW TO BE A PAID-UP-FOR-LIFE AMERICAN LEGION MEMBER

Any existing member of The American Legion, in good standing, can apply for PUFL Membership, providing the member’s post is in a department that participates in the National Paid-Up-For-Life (PUFL) Membership Plan. (The Department of Kansas does not participate since it maintains its own plan.) To be in good standing, the member must have a valid membership card for the current year. After January 1, a member is delinquent if dues for the current year are not paid, and would need to pay current dues before being eligible to purchase a PUFL. Should a PUFL member hold membership in a post whose charter has been canceled and the member is unable to effect a transfer, then the unused portion of the original fee will be refunded. The same will apply in the case of a member whose membership has been permanently revoked by the post. Except as stated, no refunds of PUFL membership fees will be made.

COST OF A PAID-UP-FOR-LIFE MEMBERSHIP

A PUFL membership is based on two factors - the member’s age at the time of purchase and the total dues of the post at the same time. The total dues of the post include the department and national per capitas and the amount of the annual dues retained by the post. The dues amount used to compute the cost may NOT be less than the sum of the department and national per capitas combined. The chart below shows the monthly payment for a PUFL Membership for any age and for most post dues. Pick out your age group (your age at last birthday) then find your post dues in the left-hand column and follow that line across to your age column to find the cost. For example, if the member’s current dues are $35.00 and is 67 years old, the monthly payment would be $20.56. If the member prefers to pay in full, the total fee would be $740.00 (36 months x $20.56 rounded to the nearest dollar).

A copy of the member’s separation form (i.e. DD214) or current active duty military ID must be attached to the completed application; if neither is available, a copy of the member’s current driver’s license may be accepted. The PUFL application will not be accepted without the appropriate documentation.


VA Copay Update 11: Effective 1 JAN 2010

Outpatient Services - The following Copay amounts are limited to a single charge per visit regardless of the number of health care providers seen in a single day. The copay amount is based on the highest level of service received. There is no copay requirement for preventive care services such as screenings and immunizations:

· Basic Care Services provided by a primary care clinician $15 / visit

· Specialty Care Services provided by a clinical specialist such as surgeon, radiologist, audiologist, optometrist, cardiologist, and specialty tests such as magnetic resonance imagery (MRI), computerized axial tomography (CAT) scan, and nuclear medicine studies $50 / visit.

· Veterans in Priority Group 1 do not pay for medications

· Veterans in Priority Groups 2-6, for each 30-day or less supply of medication for treatment of nonservice-connected condition $8 (Veterans in Priority Groups 2 through 6 are limited to $960 annual cap)

· Effective July 1, 2010 Veterans in Priority Groups 7-8, for each 30-day or less supply of $9 medication for treatment of nonservice-connected condition (Veterans in Priority Groups 7-8 do not qualify for medication copay annual cap)

Inpatient Services - Based on geographically-based means testing, lower income veterans who live in high-cost areas may qualify for a reduction of 80% of inpatient copay charges. Charges applicable to all priority groups:

· Inpatient Copay for first 90 days of care during a 365-day period $1,100

· Inpatient Copay for each additional 90 days of care during a 365-day period $550

· Per Diem Charge $10 / day

Long-Term Care - Copays for Long-Term Care services start on the 22nd day of care during any 12-month period-there is no copay requirement for the first 21 days. Actual copay charges will vary from veteran to veteran depending upon financial information submitted on VA Form 10-10EC. Charges applicable to all priority groups:

· Nursing Home Care/Inpatient Respite Care/Geriatric Evaluation maximum of $97/day

· Adult Day Health Care/Outpatient Geriatric Evaluation Outpatient Respite Care maximum of $15/day

· Domiciliary Care maximum of $5 / day

AMERICAN LEGION BAND

The American Legion Band is gearng up for its 2010 season and will begin rehearsing in early March. If you play a woodwind, brass, or percussion instrument and are interested in playing with us, please contact the Conductor, Heather Pickett, at 816-468-5352 or hmp71@yahoo.com.

White House Greetings Requests

US citizens can request Presidential greetings for the following:

BABY'S BIRTH GREETING
A baby birth card will be sent within a year of the birth. Please make your request after the baby is born.

BIRTHDAY GREETING
A birthday card will be sent to individuals celebrating their 80th (or greater) birthday. Please make your request at least 6 weeks in advance of the birthday.

WEDDING GREETING
A wedding card will be sent to couples after the event. Please make your request after the wedding.

ANNIVERSARY GREETING
An anniversary card will be sent to couples who are celebrating their 50th (or greater) wedding anniversary. Please make your request at least 6 weeks in advance of the anniversary.

PRESIDENTIAL MEMORIAL CERTIFICATE

A Presidential Memorial Certificate is available to honor the memory of honorably discharged deceased veterans. This is an engraved paper certificate, signed by the current President, and expressing the country's grateful recognition of the veteran's service in the United States Armed Forces. Eligibility for this award includes the deceased veteran's next of kin and loved ones. More than one certificate may be provided, if desired.

You may apply for a Memorial Certificate in person at any VA regional office, or by U.S. Mail only. Requests cannot be sent via e-mail. There is no form to use when requesting the certificate. Include your mailing address with your request and a copy of the veteran's discharge documents.
